How it works

A scoring engine that reads from versioned templates.

Nothing affecting the score is hardcoded. Every weight, gate, maturity descriptor, and calculation rule lives in a versioned database template — making every score defensible, portable, and auditable.

Architecture

Two-template structure

A Global Baseline Template calibrated against international standards, extended by a Country Template for jurisdictional context. Each layer can only add or tighten rules — never relax those above it.

Global baseline templateUNIVERSAL

Defines layer weights, primary score weights, maturity descriptors (exactly 4 levels per dimension), mandatory gates, and all calculation rules. Calibrated against COBIT 2019, NIST CSF 2.0, ISO 27001:2022, ITIL 4. Changes only when international standards update. Reviewed and approved by the methodology owner — no automated system can activate global baseline changes.

Country template — MalaysiaMY-V1.0

Jurisdictional overrides for PDPA 2024, BNM RMiT, NACSA CSA 2024, Bursa ESRF, Madani framework, NETR, and HRD Corp. Can only add or make more stringent. Country templates can never relax global mandatory gates. All changes require the methodology owner's approval — Policy Ingestion can propose, not activate.

Industry pluginSECTOR-SPECIFIC

Sector-specific overrides and mandatory gate additions for financial services, manufacturing, GLC, and technology. Applicable to Enterprise and Corporate tiers. SI partners with relevant expertise can propose changes — the methodology owner reviews and approves each one individually.

Assessment blendCLIENT-CONFIGURABLE

Choose which framework templates are active for your organisation on Professional+ — COBIT, NIST, ISO, or ITIL emphasis. No approval required. These affect only your score within the published methodology; underlying calculation rules are unchanged.

Signal credibility

Not all evidence is equal. Axceed weights each signal source by its credibility. No country template can override these global constants.

Auditability

Every snapshot is immutable.

When a GLC board or BNM examiner asks “why did the score change?” the answer is always traceable — the signal, the template version, the effective date.
